The Human Resource Department is responsible for managing the recruitment, development, and welfare of staff in accordance with public service guidelines and policies . It oversees staffing processes including appointments, postings and promotions ensuring that the Assembly maintains a competent and efficient workforce. The department also manages employee records, payroll coordination, leave administration, and compliance with conditions of service.

In addition, the department is responsible for training and capacity development, identifying skill gaps and organizing programmes to enhance staff performance and productivity. It supports performance management systems by coordinating staff appraisals and promoting accountability and professionalism within the Assembly. The Human Resource Department also handles staff welfare issues, including occupational health and safety, conflict resolution, and disciplinary matters, while ensuring adherence to labor laws and ethical standards. Through these functions, it plays a key role in strengthening institutional effectiveness and service delivery at the district level.
